The MHRB Executive Administrator acts as the records custodian
CIT for Law Enforcement
Crisis Intervention Training (CIT) is a community-based collaborative between law enforcement and MHRB to educate officers and enable them to better handle mental health crises. CIT has been in existence since 2010 and maintains fidelity to the CIT core curriculum published by the Ohio Criminal Justice Coordinating Center of Excellence.
The program has had officers, dispatchers and other department staff from across Warren and Clinton Conties graduate from the program. Law enforcement with questions about CIT can contact MHRB at (513) 695-1695.

Wellness Innovation Grant Program
The Mental Health Recovery Board Serving Warren and Clinton Counties has created the Wellness Innovation Program, formerly the mini-grant program. It's purpose is to fund behavioral health and wellness related projects in Warren and Clinton Counties.
Submissions for FY25 are accepted on a rolling basis through may 31, 2025. You can download a copy of the application by clicking here. Please read the eligibility rquirements and funding limitations sections carefully prior to applying. We look forward to your submissions!
Client Rights as Consumers of Publicly Funded Services
MHRBWCC believes that everyone who applies for services in our system has rights. These Client Rights are available for you to read and print if you'd like.
In addition, we have developed a Notice of Privacy Practices for you to review.
Individuals and groups interested in further information or presentations regarding these rights and the grievance procedure may contact the MHRBWCC Client Rights Officer at 513-695-1695.
Likewise, each of our contract providers has a Client Rights Officer who is responsible for ensuring your rights at the agency level. They are also available to assist with resolving problems or concerns related to your rights.

Fiscal Year 2026 Pre-Contracting Process
The purpose of the pre-contracting process is to identify organizations interested in providing services to Warren and Clinton County residents along our Continuum of Care and ensuring alignment with our Mission, Vision, Values as well as our Guiding Principles of funding decisions.
For this process, providers with an existing contract with MHRBWCC and providers that are interested in contracting will provide information to the MHRBWCC staff via the Pre-Contracting Questionnaire (PCQ).
The PCQ is available to organizations who meet minimum standards including state/national accreditation/licensure/certification and are in good standing as evidenced by their duration of certification as a provider, status of such certification, history of the organization, and fiscal viability and sustainability.
The completion of the Questionnaire is not a guarantee of funding to any organization regardless of historical funding awards. All FY26 executed contracts are contingent upon federal, state, and local funds availability.
Notice of Intent to Apply for Current Contract Providers
All current MHRB funded provider agencies will receive a direct communication from MHRBWCC with a link to the Vendor Portal to submit their application.
Notice of Intent to Apply for New Organizations
All organizations who do not currently receive funding from MHRBWCC that intend to complete the Questionnaire and request funding must submit a Notification of Intent no later than Friday, January 3rd, 2025 by sending an email to rfp@mhrbwcc.org with all of the information that is required in the Pre-Contracting Instructions document available below.
Deadline
The PCQ and all additional required documents must be submitted to MHRB via the Vendor Portal link that will be sent via email to the primary agency contact. Questionnaires must be received by MHRBWCC no later than Tuesday, January 14th, 2025 for consideration for a FY26 contract.
Who We Are
Mental Health Recovery Board Serving Warren & Clinton Counties (MHRB) is the local board of mental health and addiction services (also called an ADAMHS board). Established in 1969, MHRB is one of 50 boards across Ohio serving the needs of residents who seek help for behavioral health disorders.
Governed by Ohio Revised Code Chapter 340, MHRBWCC plans, funds, monitors, and evaluates services and programs for people seeking help to recover from mental health and/or addiction issues. Here's how we do that:
Plan
MHRBWCC works with community stakeholders such as clients, family members, provider agencies, and members of the community to plan the system of care so that it is cost effective, high quality, and culturally competent
Fund
MHRBWCC provides funding to this system through a local levy, federal and state allocations, grants through partnerships with both public and private entities.
Monitor
Through regular reviews and agency audits, MHRBWCC looks at how provider agencies are doing on service and program delivery to ensure quality and effectiveness.
Evaluate
MHRBWCC looks at various statistics and outputs that we require from the agencies with which we contract, and make necessary changes to make sure all clients are receiving quality care.

We accept applications from Warren and Clinton County residents interested in serving, and will check with applicants as openings arise. Here is a little information about what to expect if appointed:
Appointee/Applicant Responsibilities
Volunteer service as board members is essential in designing an effective and efficient mental health and addiction system of care. Members must:
- Attend all board meetings
- Attend board member training sessions
- Maintain applicable Ohio professional licenses
- Serve on applicable subcommittees of the board
If conflicts of interest or disqualifying conditions arise after appointment is made, appointees are expected to notify OhioMHAS and, if necessary, resign the appointment.

The MHRS team is dedicated to the care of every Warren & Clinton County resident whose life is touched by mental illness and/or addiction: people in treatment and recovery, their families, their neighbors, their coworkers, their caregivers, and their communities.
